Public procurement
MAPA eligibility, supporting documents, public-sector track record: what a public buyer needs to know before engaging.
LP Stratégies regularly works for entities subject to public procurement rules: ministries, embassies, consulates, local authorities, public operators, universities and supervised bodies.
Current MAPA threshold
Below this threshold, a public buyer may engage a provider directly, without prior publication or formal tendering, while respecting the principles of equal access, equal treatment and transparency.
As a micro-enterprise registered in the French National Business Register (SIRET 99293810000011), LP Stratégies is eligible for public service contracts below formal tender thresholds, in accordance with articles L2123-1 and R2123-1 of the French Public Procurement Code.
In practice: most of the seven packages (Lightning audit, Starter, Diagnostic, Strategy & Editorial, Production, Influence) can be engaged directly through a purchase order or simple service contract, without a tender process.
LP Stratégies has already worked for public bodies under this framework:
Public environments are not improvised: validation circuits, multiple stakeholders, calendar constraints tied to institutional agendas, discretion requirements. These contexts have been mine for seven years.
The process is simple:
Qualifying the need, budget and contractual framework.
Formalising the scope, deliverables and timeline.
Usable as a contract document or to support a purchase order.
After signature and down payment aligned with internal procedures.
For any request under a public contract or direct order below threshold, indicate it from the first message — this allows the documents to be tailored from the outset.
Mention the framework from the first message — documents will be adapted accordingly.
